I do find it stutters on 1440p 60fps or 4K 60fps but usually, going to homescreen then back to YouTube fixes it for me. It was stuttering really bad with VLC and I installed K-Lite/MPC with all codecs which helped a bit but still stutters a lot. Some of the videos works great, but watched a 4K edition of SW New Hope, it stuttered randomly in latter half of the movie, like pausing for 10-15 seconds every minute or even more often. The problem is with YouTube running on Chrome streaming the 4K videos utilizing its VP9 codec. Then I changed the power plan to "Balanced" and the video playback was as smooth as butter. I had to upgrade this PC from the integrated Intel video to a PCIE card, and now video from any source when viewed in Edge (ie, Netflix, Youtube, etc) stutters on the video.
